CENTRAL CONTROL GROUP

 

FUNCTIONS: Deals with PLI, AGIS, excess consumption of license fee, maintenance of AFPP fund  a/c on deputation to embassy, Assam  Rifles and Coast Guard , contingent and  other miscellaneous vouchers,   Controlling  Transfer in-out of IRLA of other corps,   rendering report on  Major financial  and Accounting Irregularities,  rendering report on quarterly Abstract and Receipt charges, centrally controlling all final settlement and local discharge, deserter and death cases and liaison with Record Office.

REVIEW GROUP

 

FUNCTIONS: Issue of LPC in respect of PBOR those who proceeding on discharge/death/invalid etc. Review of IRLAs, especially final settlement of those proceeding on discharge, and death and deserter cases. Maintenance of orders and giving clarification regarding pay and allowance of  PBOR  to the units when ever required. Issue of instructional orders and circulars on matters affecting pay and allowance of JCO/ORs for internal guidance.

IMPREST

 

FUNCTION: Receive, audit and compile the Imprest accounts auditable by PAO, Scheduling of acquittance rolls and AFPP fund vouchers to concerned PAOs, scrutiny of acquaintance rolls and AFPP fund vouchers and scheduling to EDP. Reconciliation of balances under the suspense code head (0/018/65). Issuing cheques to Post master on account of MAMO and FSMO and verification of proof of payment Money order remittance (MAMO and FSMO). Raising and responding of DID schedules to other CDAs. Preparation of Punching Media.

DISBURSEMENT SECTION

 

FUNCTION: Consequent to implementation of Monthly pay system all amount on account of Monthly Pay, Terminal benefits final settlement, payment of  AFPP fund withdrawals/advances are disbursed from this section. The payment is disbursed through Corporate Internet Banking.

NON EFFECTIVE SECTION

 

FUNCTIONS: Dealing with post discharge complaints, adjustment of dues pertaining to NE personnel arising after final settlement of IRLAs such as CEA, RTF, ADHOC BONUS, DA and other allowances, authorizing further credit by issuing Tender memo to record office, action on FSMO AND UDFSMO, rendering debit balance report in respect of NE personnel, releasing terminal credit balance and AFPP fund balance of deserter case to the next of kin, auditing and forwarding statement of cases received from the record office to CDA Chennai for onward transmission to AHQ for obtaining the sanction.

EDP SECTION

 

FUNCTIONS: Processes the ORs Pay system through Project Dolphin developed and maintained by IT & SDC Secunderabad.

Processing work involves;

    Feeding of DO2 Data from Army Sources

    Consolidating data for final transfer to IRLA.

    Maintenance of control registers.

    Generation of reports & returns including printing of IRLA/QSAs.

    Generation of IRLAs/QSAs and monthly Pay slips in PDF format for uploading to Website/ ARMY Intranet.

LEDGER GROUPS

 

FUNCTIONS The PAO has 6 ledger groups headed by AAOs. Out of these LG IV also deals with Maintenance of manual IRLAs in respect of TA personnel and manually maintains the IRLAs in respect of GCI in addition the IRLAs of regular Army personnel.

Rest of the LGs maintain computerized IRLAs in respect of regular Army Personnel. The main functions of these sections include maintaining the IRLAs, Receipt and Audit of Daily Part II orders, corps orders, enrollment Part II Orders, etc., received from units, Record Office, Depot  BN (MR Centre) and intimating details in respect of rejected Part II orders,  maintenance of  DO Part II Order files, attending to complaints and DO letters received from the units and Record office issue of  LPC  for deputation cases, final  closing of IRLA and AFPP fund account  of  Regular discharge cases, local discharge deserter and death cases
